This small terrier needs big time help

Abandoned by his family and tied to the door in last weeks heat when they moved away. Someone called the shelter and they picked him up. He is apparently blind.........and most likely a Cairn - anyone know of a cairn or blind rescue that might take him? I hope to get over there and take some new pics tomorrow. He is not on the website at this time. The poor little thing must have been in terrible pain, rubbing his face and eyes on the concrete floor and crying. He was feeling much better after Betty, bless her, trimmed his face and around his eyes as well as bathed and cleaned up his matted fur. She also put antibiotic ointment in his eyes
